  • 1 tbsp sugar
  • ¼ tsp salt

  2. In a mixing bowl, mash the steamed potato and combine it with rice flour, sugar, and salt until smooth.

  4. Heat oil in a non-stick frying pan over medium-high heat. Pan-fry each hotteok until golden brown on both sides (about 10-12 minutes).
